Ann Cavoukian
Cavoukian’s work made privacy an engineering and governance concern to be considered early in system design, not only after a breach or regulatory dispute.
Ann Cavoukian is a Canadian privacy scholar who served as Information and Privacy Commissioner of Ontario and developed the Privacy by Design framework. The framework argues that privacy should be built into systems and organizational practices from the outset.
Privacy by Design
Privacy by Design has influenced policy and engineering conversations internationally. It is a set of principles, not a technical guarantee: implementation still requires threat modeling, data minimization, security controls and meaningful accountability.
Public service and scholarship
Cavoukian’s commissioner work and subsequent academic roles made her a prominent voice on privacy engineering, governance and the relationship between technology and civil liberties.
